Report submitted by the Japanese Consulate in Busan
(1902, Japan [Japanese Ministry of Foreign Affairs])

〔Translation〕

There is a group of three small islets (Dokdo), which lies about 50-nautical miles due east of this island (Ulleungdo). This group of small islets is referred to as “Liancourt Rocks.” We (Japanese) call it Matsushima. There are some abalones in the waters off that small island (Dokdo), people living in this island (Ulleungdo) are going out fishing there. However, the island lacks drinking water; thus it is hard to go fishing for a long time. As a result, in four to five days, those who sailed out to the islets (Dokdo) for fishing must return to Ulleungdo.
